"What is the secret of success in Gujarat ? What is the basic factor that is responsible for the all round development of the State ?" I raised this question. during my conversation with C.M. of Gujarat. Mr. Narendra Modi said "the people of Gujarat are responsible for this. Without people’s participation, the impact of government run schemes would be lost upon. Therefore, we involve people in all development programmes. We have converted adversity into opportunity". Mr. Narendra Modi has indeed initiated a stable, all round development of the state with power and passion.
Gujarat was always a water scarce state. Water sector has been traditionally characterised by less rain fall, faster run off into the sea, few perennial rivers, uneven distribution of water across regions, low ground water levels, salinity and deserification. Because of these challenges, harnessing of water was given utmost importance. Priority was given to completion of multi purpose Sardar Sarovar Narmada Project. At the same time a mega project of constructing 400 km long recharge canal to carry extra flood waters to dry areas was undertaken. These efforts were supplemented by interlinking of rivers of the state and water conservation was made a people’s movement. More than 3 lakh check dams, village and farm ponds, Borihunds have been made in recent years. The age old step wells which were defunct are also being revived. The results are revealing : under ground water tables are rising every year, drinking water is no longer required to be supplied through lorries or tankers. Another major work was to supply water, to far of areas like Kutch district through Narmada by laying bulk line and distribution of water. Gujarat has successfully interlinked a dozen rivers including sabarmati. Because of this effort, water can be seen flowing in the river which had dried long back.
BJP government in Gujarat, also paid full attention to the energy sector. Government provided new investments in the power generation, transmission and distribution facilities. New transmission lines covering 58,599 km were laid down. New transformers numbering 12621across 18000 villages were incorporated. New power plants were launched. The biggest achievement of Narendra Modi was to provide 24 hour uninterrupted three phase electricity to all the 18000 villages and their house holds. It has not only brightened the lives in the house holds but has also energised the economic activities in the villages. Its effects are enormous. The rural productivity has gone up and the migration to urban areas has come down. In the whole of India, in the energy sector, Gujarat is Number 1 state which added maximum mega watts in electricity generation. Also, renewable sources of energy have been developed including wind and solar energy.
Another wonderful effort is carried on every year in the field of education. In the month of June the Chief Minister along with his Cabinet Ministers travel to remote villages to encourage parents to enroll their children in school. Young children in lakhs get enrolled in standard 1 all over the state. People of Parent teacher association, self help groups, donors present the newly enrolled children, with school bags, slates, text books, note books and uniform as gifts. To motivate the parents of the girl child, the Govt. has introduced a scheme called "Vidya Laxmi" . This scheme provides for a fixed sum when girl get admitted to standard 1st and 8th which can be encashed after the girl child has passed standard 5th and 12th respectively. In addition, he also provided insurance cover to all the school and college students worth Rs 1 lakh. Similarly, the state gives attention for higher education, technical, medical, engineering and other institutions of excellence to ensure better quality.
Narendra Modi launched a special scheme to improve Health service by evolving the private medical doctors to undertake safe deliveries of pregnant women. This approach has allowed the poor mothers to undergo safe delivery at the clinics of private medical practitioners who would be reimbursed by the govt. in this region. This has led to substantial increase in safe deliveries and drastic reductions in the mortality rate of mothers and the new born. In Gujarat, if a house is registered in a woman’s name the govt. exempts its stamp duty. Govt. attracts investments to the tune of lakhs of crores of rupees in various sectors of industry. and infrastructure from domestic as well as foreign investments through a special campaigning programme called Vibrant Gujarat.
Law and order situations is far better. According to the annual report published by the National Crime Records Bureau, the incident and rate of violent crimes place Gujarat in much better position in comparison with many states in the country.
Gujarat handles public grievances with a humanitarian approach. In the state capital every month on 4th Thursday, applications of the aggrieved persons are invited, their grievances are registered and instantly transmitted online to the concerned authorities at the secretariat level as well as district level. Then the authorities feed their replies. In the afternoon, the C.M. personally listens to the applicants one by one. The grievances as well as replies of the concerned authorities are available on his screen online. Through video conference facility. C.M. Modi on the spot interacts with the concerned authorities at the district level in the presence of the applicant. At this time, the applicants are free to interact or interrupt the authorities. Since the Chief Minister interacts personally, the administration is on the toes. This was proved as a very effective system of grievance address.
At the district and taluka level, concerned authorities hear the public grievances on the same day and redress them.
Unfortunately, malicious lies about Gujarat have been spread throughout India and the world, that Muslims are severely discriminated against and persecuted in Gujarat. It is an attempt by anti-Gujarat elements motivated by political enmity, to break the fast pace of good governance led Shri Narendra Modi. In 2006, Prime Minister appointed a committee headed by Shri Rajinder Sachar. This committee made a detailed study of the economic, social and educational conditions of Muslims in the whole of India. This report shows that muslims are happiest in Gujarat. Muslims receive mainstream education. Their literacy level is fast improving. The proportion of Muslims in high govt. services are better compared to UP or West Bengal. Economic prosperity of average muslims are far better than any other state. Per capita income of Muslims in Gujarat is also highest in the country. Development of Gujarat is all inclusive, all nourishing and all pervasive. Even the Sachar Committee had to accept that Muslims of gujarat are on firm socio-economic footing.
People who are in power are often charged with nepotism and favoritism towards their Kins and friend. But even the worst critic of Modi, acknowledge that the corruption in the state machinery has come down.
The model of governance which Narendra Modi has evolved is based upon performance not appeasement. When it come to fixing rational electricity charges, he went by the professional advice given by the Electricity Regulatory Commission. Even in the midst of farmers agitation, he did not buckle. Instead he assured the farmers that he understaood their requirements. They need water not electricity. In the following years, he implemented surface water schemes. Now the farmers can get water for irrigation in much lesser costs because the water tables have risen up.
A large number of encroachments which were obstructing the road traffic were removed. A large number of electricity theft that were caught and people were booked. No agitations took place. People knew that it was all for their benefit in the long run.
I returned to Delhi, after seeing a glimpse of Gujarat Government’s performance. My heart was full of satisfaction. I was touched to see the triumph of people’s aspiration under the able leadership of Mr Narendra Modi. His vision, integrity, ability to take right decision and identification with common people’s concern have made BJP government very successful

I met Sri Ramesh Narayan Patel (35 yrs.) at Matwa Village, in Sabarkantha district of Gujarat. He is a graduate and father of two children. He grows fruits, specially pappaya or pappali. I asked him about the expenses, he incur per crop. R. N. Patel explained me in detail. In one acre, 1000 sapplings are planted. He has to purchase the saplings from "Anand", private agency. One thousand sapplings cost him Rs. 8000. Then he invested Rs 8000 for manure, Rs 4000 for fertilizer, Rs 2000 for liguid fertilizer, Rs 1000 for insecticide, Rs 25000 for Water, motor, drip irrigation etc. Rs 12000 for labour, harvest, plucking and packing. All together Rs 60,000 is production cost in one acre land. After wards, in 18 months fruits can be plucked for 10 times. One ‘mond’ is 20 Kg which sells Rs 100/-. from one acre of land, the producer can get 3000 monds. His total sales touch around Rs 3 Lakh. Apart from this, he gets Rs 7500 as govt. subsidy. He cultivates fruits in 2.5 acre that is 1 hectare. Mr Ramesh is a happy farmer growing fruits. He wishes to expand his cultivation capitalizing on farmer-friendly policies of Mr. Narendra Modi.
Here, I must mention about the special effort made by Mr. Narendra Modi for agriculture. He has made the income of the farmers going up many times more by arranging adequate infrastructure for post harvest needs. Immediately after the harvest of fruits, vegetables, cereals or pulses, farmers need pre-cooling unit, cold storgaes, refrigerated transportation, modernized market places and outlets. Gujarat’s agricultural policy offers interest subsidies and other incentives for the development of farmers.
I was glad to converse with an young educated farmer Mr Suresh Bhai Patel. He is a B.Sc (Agri) graduate and Involved in full time serious agriculture, as distinct from leisure farming. He grows capsicum, that is simla mirch,. In one acre 12,000 plants can be cultivated. He has to spend Rs 1,60,000 for manure, fertilizer, insecticide, labour etc. Finally he is able to produce 20 tons of capscum worth about Rs 7 Lakh. He has built a net house worth 1.6 lakh rupees. He is an educated farmer, having a car, tractor, cows, buffaloes and enjoys a comfortable life. Naturally, his confidence level is high.
Then I met Mr. Dinesh (30 yrs), a young man with modern out look. He is educated in agricultural farming and lives in Jethpur Village. He has built a green house and cultivates gerberas flower. Govt. has helped him in constructing a green house fro farming and he produces flowers. It gives him sufficient profit to invest further in expanding his green house cultivation of flowers. Gerberas are the most popular florist flowers. Gerberas are available in a massive array of colours.
I had an interaction with Rathilal Patel in Rajat Kumba village. He cultivates ground nut. In one acre 800 Kg. of groundnuts are produced. He has to spend Rs 6000 towards production cost. He is able to earn Rs 20,000 in a period of 4 months. He says, it is all because of the present BJP govt’s, effetive implementation of various schemes.
Mr. Hithendra Bhai produces short term cotton in 6 months. One acre gives 1200 Kgs to 1500 Kgs of cotton yield. He can sell cotton for Rs 25 per Kg. Expenses varies from Rs 15,000 to Rs. 18,000 total sales per acre comes around Rs 25000. He says cotton production in the state has grown in recent past. Gujarat is emerging as India’s largest cotton producing state and a major cotton export hub.
Mr. Mahendra produces wheat. One acre needs Rs 6000. towards production cost. He is able to produce 14 quintal, i.e. 1400 Kg per acre. He is able to sell it for Rs 20000. The gestation period for this is 4 months. He is comfortable in doing wheat cultivation. I was able to feel the sweat and toil behind his success.
I met some more farmers, who produces potatoes in Dangia Village of Bannattwada district. They produces 10 tons per acre by spending Rs 20,000 as cost of production. After the yield they are able to sell it for Rs 45,000. All these farmers are growing cotton, ground nut, wheat, potato, flowers and vegetables. They are all happy, confident and successful.
A Village lady, Smt. Malathy Ben, from Pratap Pura Village, earn Rs. 1 lakh by selling milk. She maintains 40 cows. Each cow gives 25 liters of milk everyday. She sells about 1000 liters of milk to Sagar dairy and earns a decent profit of Rs 1 lakh per month. She leads a dignified life with family and children.
Gujarat is the largest milk producing state. During the last 5 to 6 years agriculture growth has gone faster than industries and services in Gujarat, improving its share in total income of the state. When I was talking to C.M., he made a lighter comment, Nano Cars are cheaper than Buffaloes in Gujarat. He was specially appreciating the role of 800 scientists touring the villages and motivating the farmers during the summer holidays. He called them as "Rishis of Krishi".
The Bharatiya Janata Party government has actually devoted a great deal of energy and resources in accelerating agricultural growth in the state through a broad spectrum of policy initiatives. They have improved market access, technical support, specialy credit facilities, canal irrigation, judicious usage of ground water, road and other infrastructure.
Gujarat’s stellar performance in agriculture needs better appreciation. Most Indian states have found it difficult to achieve even the modest plan to get 4% agricultural growth per year. The country’s growth rate is meagre 2.9% per year. Gujarat has charted out of a new course for its agrarion economy, which is exceptionally high 9.6% per year besides being steady. This is mainly due to the hard work of the farmers, contribution of the agri-scientists, and above all C.M. Mr. Narendra Modi’s enlightened leadership and good governance of BJP.

Cost of Food Grains

The prices of Essential Commodities are rising in rocket speed. Every Family’s daily food menu is made of wheat flour, Rice, Pulses, Oil, Tea, Sugar, Salt, Spices and the Vegetables. Data published by RBI, says prices of Potato, Dal, Pulses gone up by 41% as compared to that of last year. Inflation marching to 10% and food inflation reached 20%. The fiscal brains of central Government failed to control prices. It is sad that the poor are being denied the right of having too square meals a day. It is the unorganized, voiceless people of both the Rural and Urban area are hit by the inflation in the hardest manner.

Inspite of bumper Crop

There is a strange and peculiar situation of overflowing stock in FCI and steep rise in prices in retail outlets. India had a bumper crop of Wheat and rice during the period of 2006 and 2009. Wheat production has gone up to 805 lac ton in 2008-09. Rice production rose to 991 lac tons in 2008-09. FCI godowns were over following due to good harvest of Wheat and Rice. Ironically prices got doubled. Data published by RBI says prices of Dal/ pulses gone up by 41% as compared to that of last year.

Sugarcane farmers betrayed

Why does sugar prices came close to hitting a half century (Rs 50/=@ kg) in retail shops? Packed sugar of companies cost Rs 56 or more. This is purely due to Govts. Mismanagement Sugar production boom and bust follows a typical 3 to 5 years cycle. Two or three years of good harvest is followed by a year or two of low yield, primarily due to crop rotation. Wise people budget for a year at poor monsoon. Obviously this wisdom was lost upon the Govt. The year 2006-07 witnessed a record production of sugar to the tune of 282 lakh tones and prices of sugar came down as a result of which sugar cane growers got less price for their produce. When there was record production of Sugar, any foresighted agriculture Minister could think of creating the buffer stock. But, the buffer sock had not been created and export of Sugar was allowed. As a result of which shortage of sugar was created in the country. We were exporting sugar at the rate of Rs 12.50 per kg and importing it at the rate of Rs 35/- per kg. Export subsidy was given on the export of sugar. It has been stated here that this profit was cornered by 33 mill owners. Why Govt. allowed to earn such huge profits by mill owners?

Abundance of grains in FCI godowns but not enough in the Kitchens

There is another serious complacent attitude of the Govt’s reluctancy to take decision. Food Corporation of India warehouses keeps heavy stocks of rice and wheat, several times more than specified buffer norms. Such inventory built up has come at an enormous cost. It leads to a false sense of security about food availability. The Govt. seems to be making a virtue of the large size of public stock of food grains. In reality it is the failure to effectively distribute such grains. Rice and Wheat have no business to sit in Govt. godowns for ever. They ought to be on the kitchens of the consuming public, especially the poor. For every ton of grain stored for a year, the carrying cost is over Rs 2000 a ton. This excessive level of grains in FCI warehouses is a contributory factor for price rise in the market.



Dal stocks rotting in Ports

The prices of pulses approached a ‘century’ (Rs. 100 ) in retail outlets. It is the total carelessness the Govt. of that allowed lakhs of tons of pulses rotting in major ports of India.

Food Inflations :- centre wholly responsible

There is a serious situation. 78% of our population spends almost 60% to 80% of their monthly income on food articles. Then what about housing, clothing, education, medical and other most necessary immediate expenses of people belonging to middle class and other ordinary section of our society.

The public at large wants to know the reasons for the rising prices. How the decision to import and export of sugar and wheat was taken? Why future Trading was allowed? In this whole painful event of price rise, how much money was gained by black marketers and multi national companies.

The Union Government always tried to shirk its responsibility and try to blame the State Governments. It is improper to accuse the State Govts., while all the powers of policy making, Export-Import decisions, PDS control, FCI procurement rests with the centre. The role of the state Government is only to distribute the food grains to the people.

The centre can not wash its hands off its responsibility of containing prices of food grains. Political will is needed to focus its complete attention on where it has gone wrong and what needs to be done to set them right. It the UPA Govt. does not act with responsibility, than Aam Adami will wash off its support to Congress.

BJP, under the leadership of Nitin Gadkari, organised a massive rally on 21st April 2010 in New Delhi against the rapid rise of prices of essential commodities. People appreciated the rally because BJP made it as a major political event with a huge mobilization of people. The arrangement of reception, stay, food, and Function was also done to the maximum satisfaction of every state unit.
Behind this successful achievement there are thousands of Karyakarthas who involved themselves completely with the mission and meticulous planning and execution. Sri Om Prakash Kohli, Delhi Pradesh President, explained it with an emotional involvement. This huge rally was really a challenge to our hard work. Parking arrangement for thousands of Buses and other vehicles on the various entry points of Delhi and receiving the delegates was the first important task. Delhi was very hot due to summer. We distributed 30 lakh water pouches to the people in their places of stay, Ramleela Maidan and Parliament Street. One Thousand Chaultries, community centers were booked for staying accommodation. Grand function with an excellent mike and audio system was arranged. Each and every detail of the work was carried out very efficiently. So people were very happy about the arrangements.
People in large numbers from all the four corners of the country came with great enthusiasm. I personally met Sri M. R. Gandhy, who came from Kanyakumari with a good number of people. Bangalore sent two special trains. Sri Tapir Gao, Ex-M.P. from Arunachal Pradesh was happy about the participation of 151 youths from his state. Many people came from Nagaland, Mizoram, Meghalaya, Manipur, Tripura and North East. The biggest number came from U.P. Delegates numbering 97000 participated from the whole of Uttar Pradesh.
Effort at the individual level was also very impressive. Dr. Sanjay Jaiswal, Lok Sabha M.P. from West Champaran, Bihar started his arrangement from February itself. He personally met atleast 2000 people and motivated them for their individual participation in the Delhi Rally. He made arrangement of food, stay and vehicles in Delhi. He took special care and attention on every delegate.
In the same way, Sri Rakesh Singh, M.P. from Jabalpur arranged a special train with 12 sleeper coaches and 16 general compartments as well as other modes of transport, Roughly about 3000 people came from his constituency.
Dr Virendra Kumar, Member of Parliament from Tikamgarh, Madhya Pradesh is well connected with the farmers, labourers and workers. He brought more than 3000 people from his constituency. Thus, it is the collective work of all karyakarthas at different levels that made the rally victorious. This people centric BJP Rally has highlighted the sufferings of the common man due to neglect of agriculture, food scarcity and price rise.
On the whole, the Karyakarthas have involved themselves with commitment to their cause. Their enthusiasm, hard work and dedication is the real source of strength for BJP. Now it is up to the genius of the leadership to channelise the energy and see that the fruits of their hard work benefit the mother land.

Maoist Attack –Aggressive and Comprehensive Action Is required

On April 6th early morning at about 5 am, 75 CRPF personnel and
a head constable lost lives in the worst Maoist attack in Tarmetla a
deep forest Village in Dantewada district of Chhattisgarh province.
This brutal massacre was the most daring and the biggest single strike
by Naxalites during the past 50 years.

The actual event that took place on 6th April highlights the
leadership failure during and after the worst ever Naxalite attack.
After the CRPF forces were trapped and butchered by the Maoists, they
collected weapons and personal belongings like wrist watches. Then the
Maoists split into two groups. One major group went towards
malkanjigiri in Orissa and the other minor group slipped into Andhra
Pradesh. The attack reportedly started a little before sunrise and
lasted for three hours. Apparently barring seven or eight Maoists
killed during the attack and most of the attackers got away and
disappeared without any pursuit of police forces.

It now comes to light, that there was a deplorable lack of quick
decision and action. If some senior officers in the state alerted
their counterparts in the neighbouring states, the major group which
entered Orissa could have been fought vigorously. There was no
immediate response after the killing of 76 CRPF Jawans had taken place
because of poor intelligence.

The case study will reveal many more details.

CRPF Jawans were sent to locate and fight the naxals. It is a
tough task of penetrating inside the deep forest. The CRPF personnel
were carrying a considerable load. It seems that the long march
without sufficient food made them tired and exhausted. They were not
so alert. In any counter insurgency operation, a large force has
proved to be counter productive. The CRPF has undertaken an expedition
of this nature without collaboration and co-ordination with the state
police.

It was not a prudent step on the part of the Home Ministry to
plan an offensive against the Naxalites by CRPF without sufficient
arms and ammunition. From the state police only one head constable was
involved. The Local State Police force knows language of the people.
They have a better chance of gathering information from local sources.
So the local State Police force should be encouraged to take more
initiative. They can establish bondage because of the understanding of
the nature, customs and practices of the villagers.

The threat must not be underestimated. Police forces must have
complete knowledge of the Maoist insurgency and their ways and means
of attacking and retaliation. Security Forces must be well trained to
face the menace. We have to create awareness about the danger of
Maoists among the people at large.

The left wing extremism and violence is continuing unabated.
Available reports indicate that 160 districts in 13 states, have how
been affected by violence in varying degrees. About 5000 persons lost
their lives so far. A large numbers had lost their limbs .More than
1000 children became orphaned. The naxals blasted Govt. buildings,
Railway Stations, Bridges, Telephone Exchanges, Microwave towers and
police stations. Their motive is clear. State power can be seized only
through armed revolutions. They believe that Guerilla war alone can
expand their bases. Maoists ultimate plan is to capture the Indian
state. Maoists are for dictatorship. They are not for Ballot or
Freedom or fundamental rights. They plan to grab the power through
barrel of gun. Maoists thrive in poverty. They don't allow any
development activity to take place.

They extort money from contractors, farmers, employees and
traders. They snatch weapons from the armory of govt. Every State Govt
employee posted in the affected area has to give a certain percentage
of pay to them. The extortion money collected by Maoist are estimated
over 1500 crore. They eliminate anybody as class enemies or police
informer. At the end they dream to eliminate democracy itself from our
country. So Maoism is a militarised movement, it will have to be
fought by the security forces. Definite measures are necessary to
mitigate the lapses so that Dantewada like incidents do not occur in
the future.

Hence, the violence of Maoists are the serious challenge to our
national security and integrity. It is essential for the central and
state forces to carry on joint operation. They should give master
training to their forces to face any eventuality. Forces must be
equipped with the modern weapons, arms and ammunition. An all
encompassing and aggressive action is required in a cohesive manner.
It is equally important to win the support of the villagers by
empowering them with all facilities and full protection.

congress misuses cbi to strike political gains

CONGRESS MISUSES CBI TO STRIKE POLITICAL BARGAINS

The Central Bureau of Investigation has become a political arm of the ruling Congress party. The CBI has been used as a threat to corner the opposition leaders and get their support to serve their political interests. There is indeed a vulnerable section in the opposition. It is vulnerable because of cases of corruption against their leaders. CBI was utilized to defeat the cut motion in Parliament. Now the CBI is being used to harass senior leaders of the NDA and other opposition Leaders.

Unfortunately ordinary people of our country are carried away by the silent, serious, thoughtful face of Congress PM Manmohan Singh. Behind this innocent appearance, a blatant misuse of the Central Bureau of Investigation Is going on unabatedly.

People in general must be made to understand, how this UPA Government has completely destroyed the Independence and autonomy of the CBI.

1 The Bofors case is systematically finished by misusing the CBI. The Italian Businessman Ottavio Quattrocchi no longer figures in the CBI list of wanted persons and the 12 years old Interpol has removed the red corner notice against the lone surviving suspect in the Bofors pay off case.

2 Congress leader Jagdish Tyler accused in the 1984 anti-Sikh riots case was given a clean chit by a closure of case again him.

3 The case against Ajit Jogi for attempting to buy MLAs was cleverly finished .

4 Sanction for prosecution was not granted against Satish Sharma in a case of nepotism regarding allotment of petrol pumps.

5 The case of possessing disproportionate assets against Lalu yadav was weakened by changing the public prosecutor.

A special bench of the Income Tax Appellate Tribunal was created to exonerate him of any tax liability and legitimize his wealth so that it can be used as the basis for acquittal in the criminal trial. When that did happen, the CBI was advised not to file an appeal before High Court. When the State Government filed an appeal, the CBI took a plea that nobody else had the authority to make an appeal.
6 The case against the BSP leader MS Mayawati regarding the Taj Corridor was diluted when the BSP support was required in 2007. However, at the time of no confidence Vote in 2008 the case of disproportionate assets against her was activated when she was actively opposing the UPA. The ministers are involved in serious corruption charges. The allocation of 2 G spectrum by the Telecommunication Ministry at throw away prices to a chosen few, has caused immense loss to the public exchequer.
Ironically congress is successful in using CBI to cover up the crimes related to the leaders of the UPA by subverting or closing the cases. The UPA Government led by Congress threatens the vulnerable opposition party’s leaders by misusing the Central Bureau of Investigation as a hanging sword so that they can be brought to the bargaining Counter to muster a parliamentary majority. Ruling Congress directs the CBI to act in a vindictive manner in the cases relating to strong opponents of the UPA. People should fight this abuse of power on all forums and find Justice.

On the Invitation of the chief Minister of Gujarat I went to Gujarat towards the last week of May. I met the chief Minister Mr. Narendra Modi in his secretariat office and spent about 90 minutes and discussed about the people centric growth oriented efforts. He was immensely happy about the participation and cooperation of the common people in all his endeavours I told him that my visit is mainly to study about the state of farmers, agriculture, poor people, village development, eradication of poverty and improved conditions of the people of the state. He sent a team of very important people along with me in three vehicles. We went around various parts of Gujarat and met ordinary farmers, village youths, politicians, scholars and various sections of people. It was an illuminating experience. I remembered Pt. Deendayal ji’s writing in his political diary. He used to write that our intention may be good. We may evolve a good policy and even give an effective plan of action. It will be successful only when all the participants conceive it in all its dimensions and execute it thoroughly, then only it can be accomplished in the real sense. Mr Narendra Modi and his team of people have created innovative ideas into new development models to all other states to follow their successful initiatives.
First, we went to a village called Fotiwada in Sabarkantha District to inaugurate a Krishi Mahotsav. It is a month long pre-mansoon campaign for encouraging scientific farming practices. Normally farmers travels upto Tehsil or District level agricultural officers to know about the government help in land and farm management where as in Gujarat, officers moves in the villages and makes themselves available to the farmers. It is an integrated approach that includes farming practices, soil and water conservation, credit availability and marketing linkages.
As soon as we reached the village, I was invited by Dr. Amit Patel, a scientist belonging to Sardar Agricultural University. There were a gathering of two hundred villagers. There was a tehsildar, district agricultural officer, horticultural officer, animal husbandry officer, cooperative bank officer, forest officer, patwari and a host of village officials. I inaugurated the exhibition and spoke among the people in Hindi. Krishi Rath is tractor driven mobile exhibition that move from village to village showing the latest farming practices, value eddition opportunities, innovative technologies through paintings and power point projections. The Rath halt for four hours at each village and a Kisan Sabha is organized where agriculture scientist and other experts interact with the farmers imparting them knowledge, educating them about the various challenges, problems and solutions, resolving their queries and also receiving the feed back. There are about two hundred and twenty seven Krishi Rath covers 18 thousand villages of Gujarat. In fact, these Kisan Mahotsav brings together the knowledgeable agro scientists and other expertise with the local farmers at the grass root level. It is a knowledge river that flows into the villages to enrich the farmers. Because of this wonderful initiative, no one single farmer is committing suicide in Gujarat.
A major programme of testing and analyzing the health of soil is going on in all the villages of Gujarat. Through the soil testing, farmers are made to know the quality of their soil, ideal crop input mix for their soil, based on the data collected. The government issue soil health cards to the farmers. These cards contains details of soil analysis with recommendation for usage of right kind of fertilizers and seeds. Lacs of soil samples are collected and scientifically analysed reports per prepared. More than 25 lacs cards have been given to the farmers.
The state machinery is geared up to go to villages, meet the farmers, understand their problems and make available all governmental facilities. slowly and steadily miseries of farmers are removed. It is a hard work of about one lac government personnel at all levels from fifteen departments, banking personnels, members of cooperative society, member of milk unions, members of input agencies like fertilizers, pesticides and seeds. It is a festival of activities varying from distribution of free fertilizer kits to the BPL farmers, animal vaccination, creation of self help group.
Gujarat farmers has got a new perospective and broader vision owing to these mass campaign. Gujarat celebration of agriculture has received appreciation from the central government planning commission and also by Dr. M S Swaminathan, eminent agricultural scientist in the country. In total Gujarat has done a miracle in agriculture. It has brought a successful smile on the faces of the farmers.
